Kethravaxis has appointed herself Stormscribe of the Tempest Peaks—a title she invented, formalized by etching it into the stone above the entrance to her lair in three-foot letters, and which has been adopted by Frosthold's mapmakers because, pragmatically, she enforces it. Her domain covers the upper passes of the Tempest Peaks, specifically the eastern corridors that connect the Wanderlust Plains' caravan routes to the Whispering Tundra's northern settlements, and she has structured her territorial claims around this chokepoint with the methodical precision of someone who has read extensively about economics and found it philosophically satisfying.

She does not demand gold. She demands information.

Every caravan, patrol, and wandering expedition that passes through her eastern corridors pays a toll in news: current political situations in their originating settlement, notable events from the last month, names of anyone carrying unusual magical items, and—a specific personal interest—any new songs or oral histories they happen to know. She has an archive the size of a manor house filled with gathered intelligence, cross-referenced and annotated in her own meticulous script, covering twenty years of Tempest Peaks activity and a remarkable amount of wider Eldervast political movement.

What she does with this information is currently the subject of considerable speculation in the courts of Brightcrown.

Appearance Description:

Kethravaxis is an adult blue dragon at the height of her physical prime—seventy feet of electric-blue scale that shifts from deep cobalt along her dorsal ridge to pale cerulean at her underbelly. Her scales have a faint, consistent luminosity that intensifies at the frills, crest, and wing-edges when she is actively thinking, which is almost always. The lightning-strike pattern of darker scales across her neck and shoulders is distinctive enough that Frosthold's sailors use it as an identification mark.

Her eyes are vivid amber with vertical pupils, and they move with the focused attention of a creature that is simultaneously processing your words and three other inputs you can't identify. Her horns curve backward and slightly upward, and the leftmost is notched a third of the way along from a strike she has declined to explain.

She often holds one of her own primary feather-scales in her foreclaw while listening—idly pressing it between her claws in the way a scholar might tap a quill—and drops it without ceremony when she's decided a conversation is over.

Backstory:

Kethravaxis hatched in the upper Tempest Peaks during a genuine atmospheric lightning event that her mother considered auspicious and which Kethravaxis considers simply the correct weather for a hatching. She showed early signs of what her clutch-siblings called "the collecting habit" and what a more neutral observer might describe as compulsive information hoarding—she gathered overheard conversations, remembered them with perfect accuracy, and traded them to older dragons for territory access before she was thirty years old.

Her defining formative event was the Accord of Sorrowind Pass, a negotiated settlement between Frosthold and the Goliath clans of Gol-kae that Ingrid Icevein brokered—and which Kethravaxis facilitated without either party's knowledge by quietly ensuring that each side's misread information about the other's intentions was corrected through carefully routed "rumor." She did this because a war across the Sorrowind Pass would have disrupted the caravan routes she was using as an intelligence feed, and she did not want to restart her archives from scratch.

Ingrid Icevein, who later deduced approximately what had happened, left a single amber candle at the eastern pass entrance during that winter's solstice. Kethravaxis has kept it. She has not acknowledged this, but it is in a glass case in the archive.
