Appearance: Rook Fenwater is a slight halfling with quick hands, an easy grin, and eyes that never stop measuring angles. His curly chestnut hair is usually tucked beneath a battered river-cap, and his face is perpetually half-smiling—an expression that suggests he knows something you don’t, and probably shouldn’t.

He dresses like a working barge-hand: loose linen shirt, patched trousers, and a short oilskin coat that smells faintly of rice mash and brine. Everything he wears is practical, cheap-looking, and deceptively well-maintained. A dozen hidden pockets line his clothing, each tailored for specific objects. His boots are soft-soled and silent on wet wood, and his fingers are stained with ink, grain dust, and sealing wax.

When Rook stands still, it’s only because he’s waiting for someone else to make the mistake first.

Backstory

Rook grew up hauling rice and grain between floodplain paddies and estuary markets. He learned early that no shipment is ever just rice—not once tariffs, bribes, shortages, and favors enter the equation. While others argued over legality, Rook focused on logistics.

He discovered that rice barges were the perfect cover: slow-moving, expected, inspected poorly, and essential to survival. By hollowing false bottoms, sealing grain sacks with weighted liners, and rotating crews frequently, Rook built a smuggling network that didn’t rely on secrecy so much as normalcy.

Rook doesn’t see himself as a criminal. He sees himself as a pressure valve. When supplies can’t move legally, he ensures they move anyway. That said, he has absolutely smuggled weapons, people, relics, and at least one thing he refuses to name.
